Add Tags to a Contact by Tag Name

Adds tags to a contact by tag name. If a tag with a given name does not exist, it is created on the fly. Accepts both POST and PATCH. Note this endpoint is under the /api/v2/ prefix — use Add Tags to a Contact by Tag Id (/api/v1/) when you already know the tag ids.
