Is it possible to specify phone number issuer when sending Transactional SMS?

When sending MMS message, the message is on queue but never delivered.

Adding Tags to Contact

I am trying to add a tag to a contact. Even when I attempt to do it through the API tester, it fails with a 500 error. I am putting in a Valid dsid and valid tag int. I am not sure what is going on.
